Sir Sydney Caine's letter of the 10th May has, however, left the door open for us to go back to the Treasury again, and my general idea would be that, provided the Governor agrees, we should go back to the Treasury on the lines of continuance of control for one year on the basis proposed above, the matter then to be reviewed with a view to the relaxation of control entirely, provided that the Colony's financial position continues stable.
